Key Personnel

Dr. Gougelet (he/him/his) is an experienced emergency medicine physician and emergency response planner with 30+ years of experience. He has deployed with response teams to numerous major disasters including Hurricanes Irene, Hugo, Andrew, Marilyn, Opal, Brett, Katrina, Gustav, and Ike; the Northridge earthquake; the NH Anthrax incident; NYC Anthrax Postal mission; and the Bam, Iran earthquake.

He has worked academia at the Geisel School of Medicine at Dartmouth and the University of New Mexico School of Medicine and served with multiple state and federal agencies. These positions have included: Vice Chair of the National Advisory Council (NAC) for the Federal Emergency Management Agency (FEMA); Team Physician and Acting Team Commander for the National Disaster Medical System (NDMS); Emergency Preparedness Medical Subject Matter Expert to the State of New Hampshire; and Academic Partner and Technical Advisor with the U.S. Army Edgewood Chemical and Biological Center (ECBC).

During his academic, state, and federal employment, Dr. Gougelet published academic and technical reports in the areas of medical surge capacity and regionalization, diagnostics, and mass casualty decontamination. He has worked extensively in the field of retrospective physical dosimetry, including early IRB and HSEEP exercises, to document the value of initial patient sorting in concert with currently available biodosimetry methods. Dr. Gougelet founded GRT in 2016 and has been working on ERDS with partners from the early conceptual stage to the current stage.

Ian Speers (he/him/his) is an experienced global public health, emergency management, and medical logistics professional. He is also a certified EMT with 10+ years of experience. He has deployed for and/or coordinated public health emergency responses to Lassa Fever and Measles outbreaks in Liberia, mudslides in Sierra Leone, Hurricane Dorian in the Bahamas, the 2021 Afghanistan refugee evacuation, the Beirut Port Explosion in Lebanon, COVID-19, and the 2021 siege of Bangui in the Central African Republic.

Ian holds a Master of Public Health from the Harvard T.H. Chan School of Public Health. While there, he completed concentrations in Humanitarian Studies and Public Health Leadership, as well as a certificate in Child Protection from the Harvard FXB Center for Health and Human Rights. He holds a BA in Sociocultural Anthropology and Psychology from Dartmouth College, where he minored in Geography and received a certificate in Global Health.

Ian continues to conduct research at the Harvard T.H. Chan School of Public Health and the Massachusetts General Hospital's Center for Disaster Medicine. His research is related to both biothreat preparedness and integrating EMS into public health interventions. He also serves as an intermittent Emergency Management Specialist with the federal Department of Health and Human Services on the Administration for Strategic Preparedness and Response's Incident Management Team.

- ERDS is currently in the advanced stages of development with the US government and industry partners. Extensive testing is currently underway with early on-site pilot studies anticipated in 2025.
What is the nature of GRT's collaboration with the US government?
- GRT has received Small Business Innovation Research (SBIR) phase 1 and 2 grants as well as Foreign Comparative Testing and Other Transaction Agreement/Authority (OTA) funds from the US government for the development of ERDS. GRT also has an active Cooperative Research and Development Agreement (CRADA) with NIST.
